Auto transmission question

At what speed should the torque converter lock up in a 2001 Accord V6? How can you test if it is locking up or not?
When I drive an automatic Range Rover I feel when the converter locks up, about 50-55mph and the tach needle drops a little, if you accelerate a little the speedometer and tachometer neddles move at similar pace, when it is not locked up the tach goes up before the car begins to accelerate.
I can't feel it lock on the Accord V6.
BTW, can you make the Accord transmission shift faster? It takes way too long between shifts.
