Ok, just so we're all on the same page: The dash is the big thing in the front that houses everything. The cluster is what you mean to say. (Not being an ass.)

Well you only had to swap the srs and cel, but thats beside the point.
There is nothing on the cluster that you can reset the cel or srs lights.
I guess try resetting it and see what that does.
If you still get it after that you probably have a faulty unit (some wires are shorted and causing constant power to those bulbs).
Contact where ever you bought it from and explain the situation. If theyre anywhere 1/2way decent they'll either offer a refund or exchange.

The only other thing I can suggest is to maybe trade w/ a friend's, if that is possible, or if you want to shell out for it, take it to a shop and have them examine the cluster.
To me, those are your only options.
