The top of the pistons can really get that dirty... that's normal believe it or not. Use a few cans of brake cleaner and greenie-weenie (green pads). Lots of time will require for that thing to become emaculate. The block (outside) just needs to ge soaked with simple green then wash it off with hot water. If you have a steam cleaner, that will work better.

It just really depends on what the owner did while it was sittin like that. If he kept it lubricated and turn the crank at least once every week, then it should be fine. I sold a 96 d-series that sat untouched for 6 months. Now the person who bought it did a compression test and still pulled 140-160 across.
