The howtos ive seen are pretty straightforward:

You take a spare set of stock tailights. Dremel out the red and amber so all you have is a shell. Get some REALLY good glue and maybe a few other adhesives. You go to home depot and buy those flourescent light covers that you see in office buildings. Cut out the sections you need to make fit around your shell, then slowly bend, glue, bend, glue, etc. until it holds.

Unfortunatly this makes it pretty brittle, and prone to cracking. Cold weather would not be its friend. But its an idea.
