hahah, roger that! I heard that the pro's use sandpaper to bore-out their engines, so I am just going to skip that step and suck in 25lbs of sand through my intake...

But seriously, there's a long debate about the effectiveness of gutting out your cat. Some say it helps, other's say it hampers. The philosophy behind the "hurting horsepower" arguement is that the hot-gasses enter the cat, expend, get all garbled up, and have a hard time leaving the cat. This can create excess back-pressure. A performance cat (which start from around $50) is just a straight-pipe welded into a cat housing.

It should also be known that if you do remove your cat, when you punch the gas, smoke will come from your exhaust. It's really your call.

And as for the $500 fine... its $5000 in the state of California where emission standards are HARSH. They actually have vans parked on the side of the road, and when you pass them, it reads your emissions. Also, if you go to the street-racers and you're caught and your car's impounded; that's the first thing they look for.
