hey, I was jfwy like you were with me
  he would need to install pistons and rods on the c1 but not on the c5, therefore increasing overall installation costs... I agree with you that he shouldnt do anything, and if he really wants power he has the wrong platform. If you really want power, sell the civic and buy a Supra MKIII, 240SX or something along those lines... A 400+hp civic is just asking for problems...
