Yeah, that's 'normal.' It's one of those @!%# idiot-proof schemes that engineers come up with. Honda does this so you cannot accidently lock yourself out of your car, i.e. it makes you go to a lot of trouble to lock your keys inside.
My car has an alarm. For $50 my dealer installed a module that locks the doors when I push the alarm button. It's the BEST 50 bones I ever spent. If you're doing it manually, you're stuck doing it the hard way...
