My neighbor...
Is totally a serial killer. I have no proof...but I'm seriously suspicious. He leaves his windows open all night and he stays up at all hours. Not abnormal, but through the open window I hear all sorts of weird yelps and strange sounds. It's possible that he has Tourette's but he also talks to himself and to his computer. I wish I had audio recordings so you could understand what I mean. It's creepy. Aside from that, he's always out in his backyard (they have a double lot, so the backyard is really big) at all hours of the night with a shop light...you know, the type of light that has 2 bulbs on a stand. I can hear him digging at roughly 10pm and, on occassion, running a chainsaw at roughly the same time of the night. Did I mention he's easily well into his 30's and still lives with an overbearing mother? Yeah...that too.
If you see me on the news some time soon saying something like "I always wondered about his collection of little shoes", don't be surprised. Ok...I made that last part up a little...but don't be surprised if 60 Minutes comes knocking down my door.

throw a waterballoon in his window... or spray it with a hose... waterballoon is easier to do a run and hide though. maybe go over and tell him you know whats going on your into the same thing to just see whats up? ha maybe not

Water balloons aren't really an option. It's a second story window and my throwing arm is...well...what throwing arm? Besides...if he really does have something like Tourette's how fast would I be going to hell? Hahaha.
