It's going to depend on which turbo setup you want to go with and what horsepower level you are looking to obtain. It will range anywhere from 1500$ all the way on up to the top of your budget.

You (I), could easily do it for under 400$. I could do it right for about 700$. You can always waste your money and buy like a Greddy kit.

huh? GReddy kit is NOT a waste of money. Anyway, it all depends on what you want to do. Since your Si incorporates a newly introduced honda engine, researchers of tuning companies are still trying to figure out the proper and safe way to subject that engine to force induction. you may have to contact a few engine management places. Slapping a turbo is the easy part. The challenge is getting the right fuel, spark, and timing management with that K20 under boost. If you stop by a newstand and pick up a new Honda Tuning magazine, it talks about how complex the set-up on this new K20. There are so much technology dropped into it that. it will be risky to boost it "properly" and safely. Just give it time. I like the K-series, especially now that these engines can be dropped into a 7th gen Civics! My advice is to concentrate in a great suspension system and exhaust system for the time being. Goodluck and keep us posted.
