after noticing my car wasn't running on all cylinders i took out the spark plugs and noticed they were fouled and smelled like gas...so i put a new one in and it got fouled out as well....what could be some of the reason causing this...

I've had a similar problem since my CiViC was new.
Sometimes, one injector or another will stick on me, dumping raw gas down the cylinder, instead of spraying. Every time this has happened, it's ALWAYS been when I first start my car. If you don't catch it, right off the bat, and shut the engine off within a few seconds, it will foul the plug and trigger a CEL. If you DO catch it fast enough, tapping on the injectors a few times, with a screwdriver handle, or whatever, fixes the problem, and you're on your way... I know this sounds ghetto as hell, but that's my story, and I'm 'sticking' to it...
