engine staying in safe mode?

when i turn the car on it goes through the warm up high idle and whatnot, i drove around for a goot 10-15 mins making sure it was upto temp and whatnot then when i get on it i bounce at 6700~ rmps instead of 7800 which i should be able to rev to. i didnt change ecu's in the swap and vtec isnt kicking in, just as if the ecu was in warm up mode just starting up. any ideas what could be doing this, the only code im throwing is for my VSS(vehical speed sensor) and im almost positive thats because my speedometer isnt hooked up.

nm, fixed it. was cause of the speed sensor

yeah that would be the cause. i know when my integra had the broken speedometer cable did that too.
