Why are there so many sticky's in the How-To forum?

I think there are 2 reasons. One would be so no one has to do the proverbial dumpster diving to find a good write up on a given topic. It sucks having to go through tons of posts to find what you want. Second would be to eliminate people asking questions that've already been answered.
