What do I need?
I want to turbo my 99 EX but I don't know what I need. I want to run around 5-8 lbs of boost. Could you all help me?

for that amount of psi.. the greddy kit will be a decent start

All you'll need is a small turbo...either an IHI or small Garrett piece along with the piping to make it work. IHI and Garretts are relatively cheap (as turbos go) to buy new but can add up once you add up stuff like blow off valves, tubing, fuel system stuff, etc. Chriscantskate might have the right idea...the Greddy kit seems well balanced and a good alternative to building your own kit like I did.
