on this set up:

1994 civic hatch:

-b18c1 full swap
-lightened flywheel
-performance clutch
-comptech 4-2-1 header
-Invidia exhaust system
-AEM CAI
-Edelbrock throttle body
-Edelbrock intake manifold
-manifolds port matched
-3 angle port and polish job
-balanced crank shaft
-stage 2 toda cams
-toda valve springs
-toda valve retainers
-hiflow injectors
-AEM high vol. fuel rail

3 angle valve job? thats old man. Try a 5 angle. As far as your setup pdiggs is right. Too many variables. Like for instance who will port the head? How reputable are they? Who will tune it? Track conditions? ambient temp? slicks? drag radials? stock compression? good driver?
I would say low 13's maybe high 12's if u are lucky.
I know ITR engines with pretty much every mod u can think of for all motor (stage 6 DPR port job, CTR cams, throttle body, IM, I/H/E, cam gears, ect...) makes 200 WHP and runs 12.5's at the track on slicks.
