wheels/springs for 99 accord?

it's tax return time once again and i'm going to be getting some new wheels and lowering my car. i just have a few minor questions...

what's the correct offset for a 6th gen accord? the wheels i REALLY like are 45mm - would they work with a ~2" drop?

has anyone used tanabe lowering springs? if so, what shocks did you use them with?
