sounds hot, i figure it shouldn't be too far from any other D motor although i may be mistaken. 185-190 is where most engines operate i think. Check your coolant temp switch.

regardless of what the temperature SHOULD be the fans should be kicking on... If they're not after 15-20 mins of idleing your coolant temp. sensor is prob. no good... to be sure its that jump the connector coming off the coolant temp sensor. If the fans come on then it's the sensor... if they don't then it's the fan motor.

i believe there's also other relays in that circuit as well, so don't go on the believe that it's either the sensor or the motor. But i may be wrong, and i'll check the service manual later when i have some time.

Ok here's the way to test the ECT switch, per the honda service manual.
1. Remove the ECT switch with the engine cold. 2. Suspend the ECT in a container of water and then heat the water. 3. Heat the water and check the temperature with a thermometer. 3. Measure resistance between terminals A and B. here is the diagram they show

If you jump the connector for the ECT switch and the fans come on there is NO OTHER PART OF THE SYSTEM ENVOLVED. THE ECT SWITCH IS BAD. That or your car magically NEVER heats up to over 150 degrees or so. The only thing my recomendation could have misled him to was replacing the fan motor... and dime to dollar it's one of those two parts anyway. And I'd hope that he'd just direct power the fans prior to replacing it on an assumption that it was bad.
