Leaking water? Tar?

Recently, I was driving during the humid Minnesota weather, and had the A/C on a lot. It was then that I noticed a liquid dripping from underneath the glovebox, as well as directly to the left of the center console under the dash on the driver's side too (I found this out when my leg got dripped on). What is that? Water dripping off the radiator from the air being so dense? Or is that a leak?
Also, because of all the hot weather and Minnesota road construction, theyre resurfacing/patching a lot of the paved roads, and I got some tar stuck with some rocks on my wheels. Any idea how to get that off?

the water inside sounds like condensation to me. I've got a suburban that does the same thing after running for more than three hours and having the air recirculate. It's just something to deal with. Of course, i have been known to be wrong also. somebody correct me if im wrong. As for the tar, well, i don't know. let it run itself off i guess. thats all i did with my accord.

well that is condensation. it is supposed to go out and drip outside the car thru a hose. that might be clogged up, or it unplugged from the air box or whatever it is called.

as for the tar i would try some acetone, or mineral spirits, but first i would try goo gone. that seems to work most of the time without being too hars on the clear coat and paint

is the hose easily accessible, and something I can fix myself? Or do I need to remove some parts and order special parts?
