change all the dash lights to Blue and get some Neons

what kinda condition is the interior in??
You can't just start from a busted up crappy interior.
If your seats are BAD start off just getting better seats from a junkyard,
Get your Carpet Dyed, if that's in bad condition,
Replace anything thats busted or crappy..
If the interior is in great condition but just stock, then just start out with some neons, and maybe paint your dash trim peices.
those are the non-expensive alterations... all the other stuff starts to add up
