A shootout comes only in the quarterfinals and finals of the World Cup. Basically if 2 teams are tied at the end of regulation play they have two 15 minute overtime periods to try and beat each other. If they use those up and are still tied the go to a shootout. Basically they take a penalty kick from 12 yards out one at a time and the goalie tries to block it. Best out of 5wins. If they tie in the shootout, it goes to sudden death penalty kicks where first one who scores wins.
