what does it do? are you serious? the question should be what doesn't it do.
Arnel and I discussed this topic a while back (you should search for it) but i'll give you a brief overview.
To run a hondata system you're going to need a different ecu (since they don't have any hondata systems for OBD2 ecu's) So the best thing to do is find a socketed (it's where they take out one of the main chips and solder in a socket so you can remove the chips easliy) P28 ecu (92-95 civic ex). Then get a OBD1 to OBD2 conversion harness that'll allow you to plug the ecu into your car.
Then you need to decide if you want to go with the hondata s100b or the s200b. Check out their website to get more in depth specs about it but baiscally the s200b is more upgradable and has more features (and is more expensive of course), and the s100b is very powerful for what it is and will get the job done. But if you're looking for the expandability or neat features like data logging and all the other crazy stuff it has then it'd probably be worht the extra cash. Keep an eye out on ebay cause i see them on there pretty offten
