		 Those ip blockers are worthless.  I assume its the one that "blocks suspected IPs of the law enforcment"?  If the recive a dynamic IP all they have to do is renew it.   
Unless the list blocks the whole sub-net (which isn't likely because then anyone using that ISP is blocked from kazza servers).   
But lets say they have a static ip.  Im more than sure they have a deal with ISPs to change IPs at will for a lesser charge.  The ISPs defintly are not going to take a lawsuit for any of its customers.
