My vote is that it's cut. I've seen melted wires and wires where the insulation was so bad that the spark jumped straight through it but I've never seen that. The sheathing would be a little jagged because it's pretty hefty, especially if they used some fairly dull snippers. But the inner core wire looks to even for a straight split. If it had just stretched and busted (nearly impossible without a broken motor mount and having the wires attached to a stationary point), the inner core would've broken much more unevenly, like pulling a piece of string until it just breaks.
