Yeah I'm failing to see exactly what it is you're looking to do here.
Are you looking for the "Download vs. Open From Location" dialog box? That's a personal setting in IE you can change IIRC.
Of course pictures should just open when you click the link, but mp3 files should automatically download or pop up that box.
