Changing wheels and tires won't necessarily effect your ride at all. It's all about the tire's aspect ratio. The lower the aspect ratio (the second number in the tire's description i.e. the "45" in 205/45/17), the stiffer the sidewall and the harsher the ride. The stiffer sidewall will give you slightly better steering feel and handling, but it'll kill your kidneys if you go too low. Plus they will usually be quite a bit more noisy than regular tires.
