you can't be serious? hahah If that were true then D series motors would be running like 20s and a 99 civic SI wouldn't be worth buying. I've ran mid to low 15s (15.5, 15.3) with a stock 99 civic ex on 50 shot of dry nitrous.
I have a 91 civic hb b16a swap WITH TONS OF MODS... 15s? hardly, sorry. I'm getting a venom fuel rail and venom high flow injectors this week so there's more fuel for the fire
