Right, only some states. Here in California it is required. I cant tell you how many times I have gotten a ticket for not having a front license plate. At least 7 times...each time I have to put back on the plate, take it to an inspection station, give them 10 bucks, they write it off and I am done. One, officers aparently get thier speed readings off of your front plate (when using radar gun), and 2 for controlled intersections (ones with cameras). Seems that is only takes a snap shot of your front plate. I believe that because I have gotten flashed at least 5 times and I have recieved nothing in the mail...haha.

Yeah, you're right about both reasons. We don't have red light cams in my city, but they do have them around Oregon.
