Just a hypothetical situation...but wouldn't it be strange if this charge starts seperating people by class? Like the poor families that come in & have babies on the welfare insurance can't afford to dish out $500 for the circumcision... but the rich families can. So boys born to wealthier families will be cut, & most boys born to poor families won't....
So you'd be able to tell by the 'cut' what class that boy goes in...
