i asked one of the cops at work last night and he told me the bumper has to be 18" from the ground for the car to be street legal and in case they pull you over the punishment depends on "how good the wife treated them that morning"
as for the lights in OH they can be any color (neons, leds, foglights) as long they are not flashing.
