will the blue box from a kit for a 92-95 civic work with a 98? is an OBD-1 to OBD-2 conversion harness all you need or is there more to it than that?

Yes it will. You will have to use the integra 95 to 98 diagram.

no need to convert to OBD1. If you are gonna do that, might as well get Uberdata instead.
