Going B.A.R.?

when you get a B.A.R. sticker there are three main requirments:
1. newer or same year engine as chassis
2. all smog equip. needs to be hooked up right and working
3. the computer needs to be USDM regardless of the motor (motor can be JDM)

Anyone know anything about this?
